This includes industry-wide regulation on issues of conservation, use and maintenance of strategic reserves, and for standards of use of public lands and their renewable resources. The scope incorporates any surface mining operation, coal mining, oil and gas mining and exploration, all aspects of mineral leasing, and the regulation of the state's water resources.〔
